Description / Scope of Work
Tubewells Irrigation Division Peshawar, under the Government of Khyber Pakhtunkhwa, invites electronic bids from eligible firms and contractors for the restoration, rehabilitation and improvement of canal system irrigation infrastructure in Peshawar Irrigation Circle under the Annual Development Programme for 2025-26. The project scope includes construction of 06 No. solar-powered irrigation tubewells in Badber and Koh-e-Daman areas of District Peshawar, involving drilling and pump house installations. The estimated project cost is Rs. 34.077 million, with bidding conducted on an above or below system relative to the Engineer's estimate. This procurement follows KPPRA Procurement Rules 2014 and is available for download from the department and KPPRA websites at www.irrigation.gkp.pk and www.kppra.gov.pk.
All bidders are required to maintain valid registration with Khyber Pakhtunkhwa Revenue Authority. Bid security equivalent to 2% of the estimated cost, amounting to Rs. 721,540, must be submitted in the form of a call deposit in the original, issued by scheduled banks in the name of the Executive Engineer, Tubewells Irrigation Division Peshawar. Only call deposits and additional call deposit receipts (CDRs) are acceptable; bank cheques, pay orders and guarantees will not be entertained. The project falls under PEC categories CE-04 full or CE-04(v), CE-09 full or CE-09(ii), and CE-10. Pursuant to KPPRA Notification No. S.R.O(29)/Vol:1-40/2025-26 dated 29 October 2025, bidders must ensure submission of bid security and additional security or differential amounts already recorded in EPADS before the closing deadline, with penalties including one-year debarment for first violations and three-year blacklisting for second violations.
The pre-bid meeting will be held on 01 July 2026 at 12:00 PM at the office of the Executive Engineer, Tubewells Irrigation Division Peshawar. Bid submission closes on 07 July 2026 at 12:00 PM, with opening scheduled for 01:30 PM on the same day in the presence of contractors and their representatives. All applicable government notifications, rules and taxes updated from time to time shall be enforced. Bidders may obtain further information from the office of the undersigned on any working day prior to the bid opening date. All Government Notifications, Rules and Taxes updated from time to time shall be applicable to this tender.
