Office Building on Rent by Oil & Gas Regulatory Authority (OGRA)

The Oil & Gas Regulatory Authority (OGRA), Government of Pakistan, invites sealed bids for hiring an office building on rent in the federal capital region. The required space should have a minimum area of 500–600 square yards with at least 13–15 spacious rooms, adequate washrooms along porch and parking space for vehicles. The preferred location for OGRA's Regional Office is in Karachi, specifically in Clifton Blocks 01 to 09, Sunset Boulevard area, Gizri surroundings. Alternative locations include Jinnah Road, Civil Lines, Plot Civic Center, Gulshan-e-Iqbal, Nina Chowrangi, Karsaz, Sadder, Nazimabad, PECHS, Tariq Road, and Shahrah-e-Faisal. The building must have adequate facilities for parking (porches), gas, water, electricity, and other necessary civic amenities. The space should have reasonable entrance and safe secure location suitable for government offices.

Interested parties and individuals may submit sealed bids using the single-stage two-envelope method as per PPRA's Rule 34(b). Bids must include all terms and conditions with detailed information about building location, covered area, porch size, number of rooms and washrooms, monthly rent demanded, advance payment terms, and any photographs or supporting documents. Each sealed bid package shall contain two separate envelopes—one with the technical proposal and one with the financial proposal. The bid submission process follows standard procurement procedures.

Sealed bids will be received until 30 June 2026 at 11:00 a.m. at OGRA's head office located at 37, Mauve Area, Service Road South G-10/4, Islamabad. Technical proposals will be opened on the same date at 11:30 a.m. The Bid Opening Committee will evaluate technical proposals, and the buildings offered will be physically inspected and evaluated by OGRA's Bid Evaluation Committee to verify conformance with requirements before opening of financial proposals. If the last date of bid submission falls on a closed official day or holiday, the submission and opening will be rescheduled to the next working day. OGRA reserves the right to cancel or reject any or all bids as per PPRA Rules 2004.
