Description / Scope of Work
The Parks & Horticulture Authority Rawalpindi invites electronic bids for the establishment of a public park at KRL Road in Rawalpindi, Punjab, under the scheme titled Provision of Civic Amenities in NA-56 Rawalpindi. The project is valued at Rs. 69.653 million and seeks to develop civic amenities in the specified location. The work will be executed on an item rate and percentage rate basis according to the Market Rates System (MRS) for the first bi-annual period 2026 (01.01.2026 to 30.06.2026) in District Rawalpindi, in full compliance with PPRA procurement rules and regulations.
Eligible bidders must be technically and financially sound contractors or firms registered with the Punjab Public Procurement Regulatory Authority (PPRA) on the E-PADS portal and with the Pakistan Engineering Council in category C-4 or above with relevant codes for the year 2025-26. All bidders are required to submit earnest money as bid security in the form of a CDR or bank guarantee equivalent to 2% of the bid cost (Rs. 1.393 million) in the name of the Deputy Director Engineering, Parks & Horticulture Authority Rawalpindi. Original bid security documents must be physically submitted to the Tender Opening Committee before the e-bid submission deadline, failing which the bidder will be disqualified and the bid declared non-responsive.
E-bids must be submitted through the Punjab PPRA E-PADS portal (www.punjab.eprocure.gov.pk) by 25 June 2026 at 11:00 AM. Technical bids will be opened on 25 June 2025 at 11:30 AM, and financial bids for technically qualified bidders will be opened on a date to be scheduled by EPADS. The bidding procedure is single-stage, two-envelope format.
