Punjab Water and Sanitation Authority invites electronic bids from qualified contractors, firms, and car rental companies for the hiring of rental vehicles in Lahore. This tender concerns the provision of rental vehicles for a period of one year initially, with the possibility of extension for another term on mutual consent and same rates. The estimated project cost is Rs. 53,928,000, and the scope includes supplying and maintaining rental vehicles as per the detailed specifications and bill of quantities outlined in the tender documents. The location of service is Lahore, Punjab, where the vehicles will be deployed for operational support of the authority.
Bidders must be registered with the Federal Board of Revenue (FBR), Provincial Revenue Authority (PRA) with valid NTN and PNTN, and enrolled on the e-PADS portal. Submission of a bid security in the form of a CDR, Pay Order, or Bank Draft from Bank of Punjab only, amounting to Rs. 1,617,840 (representing 3 percent of the estimated cost), is mandatory. Original bid security instruments must be accompanied by a blacklist affidavit on stamp paper of PKR 1,200 and submitted before e-bid submission at the office of the Deputy Director (P&D) at AJWA Beside WASA Tanki No. 3, Sector A-II Township. All bidders must provide affidavits on e-stamp paper certifying their business structure (sole proprietorship, partnership, or incorporation from SECP), along with relevant registration certificates and memoranda or articles of association.
All bids must be submitted exclusively through the e-PADS portal at https://punjab.eprocure.gov.pk by 11:00 AM on 19th June 2026, with opening occurring at 11:30 AM on the same date. Bidders must quote rates against each individual item in the bill of quantities; percentage-based quoting on total estimated cost is not permitted. Bids must be submitted in PDF format with all amounts filled in both figures and words. In case of discrepancy, amounts written in words shall prevail. Conditional tenders will not be accepted, and incomplete bids lacking mandatory quotations will be rejected. For technical support regarding the e-PADS portal, the helpline number is 051-111-137-237. Submitted bids remain valid for 120 days following the opening date. Performance guarantees at 3 percent of the accepted contract value will be required before vehicle provision commences.
