Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tender bids for the supply of information technology equipment and services as detailed in the attached Schedule to Tender (Form DP-2). The procurement is conducted under the authority of the Ministry of Defence Pakistan and is governed by the Public Procurement Regulatory Authority (PPRA) Rules 2004 and Defence Purchase Procedure & Instructions (DPP&I-35 Revised 2024). This invitation applies to all prospective bidders, whether local or international suppliers, seeking to supply defence stores and services to the Pakistan Navy. Interested firms must carefully review all tender documents, specifications, and general conditions of contract before submitting their bids. The tender office is located in Islamabad at the Naval Residential Complex E-8, through Bahira Gate, near SNIDS Centre.
Prospective bidders must be registered or willing to register with the Directorate General Defence Purchase (DGDP) to qualify for contract award, which shall be made after security clearance and provision of required registration documents as outlined in the tender conditions. Bidders are required to submit earnest money in the prescribed amount as security against their bid. Technical specifications and compliance requirements are detailed in Annex A of the tender documents, including requirements for imported equipment with OEM Certificates of Conformance. All bidders must possess valid income tax filing proof, sales tax registration proof, and demonstrate financial and technical capability relevant to the scope of supply.
Tender documents must be submitted in three separate sealed envelopes: Sealed Envelop 1 containing the technical offer in duplicate with all required compliance documentation and certificates; Sealed Envelop 2 containing earnest money only; and Sealed Envelop 3 containing the commercial offer with pricing. All envelopes must be submitted together in a final sealed cover addressed to the Directorate of Procurement (Navy) before the specified deadline. The technical offer shall be opened first at the tender opening date and time mentioned in DP-2, followed by commercial offer opening for technically accepted bids.
