Description / Scope of Work
Sui Northern Gas Pipelines Limited (SNGPL) invites sealed bids for the supply of oxygen and acetylene gas. This tender enquiry, reference number FCS/BWP/TE/025/26, is issued for procurement of industrial gases required for operational needs in Punjab. The tender encompasses delivery schedules as detailed in the Schedule of Requirement and Delivery. Bidders are required to submit quotations in Pakistani Rupees inclusive of all taxes, duties, levies and sales tax at the standard GST rate of 18% unless otherwise specified. The procurement office is located at Project South Spread KLP Road, Near Jamal Din Wali By Pass Sadiqabad Camp, with tender closing at 15:00 hours on 26 June 2026 and public opening at 15:30 hours the same day.
Eligible bidders must demonstrate technical capability and financial responsibility in compliance with PPRA regulations. Bidders are required to submit a bid security bond as per specimen in Appendix F and a performance/warranty bond guarantee as per Appendix G. All participants must provide valid GST registration certificates, National Tax Numbers, and professional tax clearance certificates. Bidders must conform to specified national and international standards for oxygen and acetylene gases, with technical literature and specifications submitted alongside the offer. Single proprietors must provide copy of NIC, partnerships must submit partnership deeds, and companies must furnish Articles of Association. The tender validity period is 60 days from the closing date.
Bid documents must be submitted in duplicate sealed covers marked "Confidential" and submitted both physically at the SNGPL Procurement Office and electronically via E-PADS system. Bids submitted in only one format will be deemed non-responsive. Authorized bidder representatives may attend the public opening with an authority letter as per Appendix I. Payment shall be made within 30 days of goods receipt, with SNGPL deducting 1% of total sales tax as withholding agent under Sales Tax special Procedure rules.
