Description / Scope of Work
Pakistan Water & Power Development Authority (WAPDA), represented by the Chief Engineer (Power) at Hydel Power Station, Tarbela, invites electronic bids from original equipment manufacturers, authorized distributors, suppliers, and contractors for the procurement of critical spares and materials on Delivered Duty Paid (D.D.P.) basis. The tender comprises four separate procurement packages: oil dehydration plant spares for Units 11–14 (bid security PKR 150,000), insulation materials and glass wool with cotton cloth wrapping for HVAC ducting at switchyard relay room units 1–10 (bid security PKR 66,000), turbine guide bearing oil cooler for units 5–10 (bid security PKR 115,000), and changeover switch with disconnector, temperature detection relay and RTD for excitation system for units 11–14 (bid security PKR 230,000). The completion period for all contracts is 120 days from the date of placing the purchase order. All bidders must be registered with the Income Tax and Sales Tax Department, listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR), and hold valid licenses from the Pakistan Engineering Council (PEC) in the appropriate category.
Eligibility requirements mandate that bidders furnish bid security in the form of CDR or bank guarantee in favour of the Chief Engineer (Power), WAPDA, Tarbela. Bidders must be original equipment manufacturers or authorized distributors with proper credentials. All bids must comply with WAPDA's specifications and requirements as detailed in the tender documents. Insurance guarantees will not be accepted as bid security. Registered bidders may access complete E-Bidding documents, detailed terms and conditions, specifications and requirements through the EPADS portal at www.eprocure.gov.pk.
Electronic bids must be submitted via EPADS before 1100 hours on 30 June 2026. Manual bids will not be accepted. Electronic bids will be opened on the same day at their respective opening times (ranging from 1130 to 1200 hours) in the Conference Room, Units 1–10, Tarbela Power Station, in the presence of bidders' designated representatives. A Single Stage Single Envelope procedure will be followed for this procurement. The advertisement is also available on PPRA and WAPDA websites.
