Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tenders for the supply of information technology equipment, stores, and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024) and represents a defence procurement under the Ministry of Defence. The tender is issued from the Directorate located at Bahira Gate, Naval Residential Complex E-8, Islamabad, Federal territory. Prospective bidders must acquaint themselves with all applicable PPRA regulations and Defence Purchase Procedure guidelines before submitting their offers.
Bidders must be registered or willing to register with DGDP (Directorate General Defence Purchase) and possess requisite technical as well as financial capability to qualify for contract award. Security clearance and provision of required registration documents as mentioned in Para 15 of DP-1 are mandatory. Bidders should note that the contract will be executed on DGDP contract Form DP-19 in accordance with the Contract Act 1872 and Defence Purchase Procedure instructions. Taxes, duties, freight, transportation, insurance charges, FATs, local training, foreign training, installation, commissioning, and service taxes must be indicated separately in the commercial offer.
Tenders must be submitted in three sealed envelopes: Sealed Envelope 1 containing technical offer in duplicate with compliance documentation including bank challan, principal authorization letter (where applicable), DP forms 1-3, technical specifications, OEM Certificate of Conformance, country of origin details, DGDP registration letter (if registered), income tax and sales tax proofs, and CEO details; Sealed Envelope 2 containing earnest money only; and Sealed Envelope 3 containing the commercial offer with principal invoice and duly filled DP-2 form. Technical offers will be opened first half an hour after the date and time specified in DP-2, followed by commercial offer evaluation for technically accepted bids.
