Description / Scope of Work
The National University of Sciences & Technology (NUST) invites bids from reliable firms and suppliers for the supply, installation, and commissioning of a comprehensive IP CCTV surveillance system for SADA at the NUST H-12 Campus in Islamabad. The tender reference IT/31 covers complete procurement of network cameras, NVR systems, monitoring equipment, network infrastructure, cabling, and installation services. The scope includes twenty-eight 5MP IP network dome or bullet cameras with PoE support, eight 4MP outdoor IP cameras, one 64-channel NVR with 2TB hard drives, a 55-inch smart LED monitor, four camera poles with foundations and concrete work, two 24-port PoE network switches, Cat-6 cabling with ducting, and thirty-six I/O installations. All equipment must be supplied with OEM certificates from manufacturers such as Hikvision or Dahua, and the entire system must be fully operational and handed over in working condition within four to six weeks of order placement.
Bidders must be registered with the Federal Board of Revenue for sales tax and income tax, maintain active status on the tax payers list, provide affidavits confirming they have never been blacklisted or subject to litigation, and submit last three months of paid utility bills for their office premises. Bid security equal to three percent of the total quoted value must be submitted with the bid in the form of a pay order or bank draft in favor of NUST Islamabad. Bidding documents processing fee of Rs. 5,000 (non-refundable) must be provided in original form at the time of technical bid opening. The selected firm must provide a five percent performance guarantee of the purchase order amount and furnish a one-year contract covering repair and maintenance services.
Bids must be submitted through the Electronic Procurement Across Government in Pakistan (E-PADS) system by Monday, 29 June 2026, before 1400 hours. Electronic bids will be opened on the same day at 1430 hours in the presence of the Local Purchase Committee and bidder representatives at the P&LP Directorate Conference Room, Near NT Park, NUST H-12 Campus, Islamabad. Bidders are required to submit a duly compiled hard copy of their bid at the time of opening in addition to the electronic submission. Evaluation will be based on comprehensive bid criteria with technical and financial bids carrying equal marks, and the contract will be awarded to the bidder offering the most advantageous bid with aggregated marks of 70% or above.
