Description / Scope of Work
The Civil Engineering Division of the Water & Power Department Gilgit-Baltistan invites sealed tenders from approved and enlisted government contractors and firms for the construction of a protective bund to safeguard a 132 kilovolt transmission tower located at Chilmish in Gilgit. This infrastructure protection project has an estimated cost of 21.857 million Pakistani rupees and falls under maintenance works managed by the Superintending Engineer Circle Water & Power Department Gilgit-Region. The project scope includes constructing a retaining structure to protect critical power transmission infrastructure in the Gilgit area.
Eligible bidders must possess current registration with the Pakistan Engineering Council in relevant categories, duly renewed for 2025–2026, along with valid renewal receipts from the Water & Power Department Gilgit-Baltistan. Specialization codes CE-04(iv) Water Retaining Structures, CE-04(vii) Flood Control Systems Only, and CE-11(i) General Engineering works are mandatory. Contractors must demonstrate at least five years of experience with similar works, including at least one project of minimum cost equal to eighty percent of the estimated cost, supported by completion certificates from the Executive Engineer. Experience of executing at least 350 running feet of plumb concrete retaining walls is mandatory. Bidders must submit no-sick, no-litigation, and no-blacklisting certificates from the Water & Power Secretariat, plus an affidavit of no delayed projects from a First Class Magistrate. Earnest money of two percent of the estimated cost must accompany bidding documents. Contractors quoting rates below ten percent of the engineer's estimated cost must provide an additional performance guarantee of fifty percent of the differential amount as a certificate of deposit from any scheduled bank of Pakistan.
Bidding documents are available from the Office of the Executive Engineer, Civil Engineering Division, W&P Department Gilgit-Ghizar on cash payment of 10,000 Pakistani rupees (non-refundable) during office hours upon submission of a written application with requisite documents. Sealed tenders must be submitted by 12:00 PM sharp on 29 June 2026, and opening will occur at 1:00 PM sharp on the same date at the office premises. Conditional tenders are not accepted, and bids received after the deadline will be rejected.
