Description / Scope of Work
Punjab Highways Department invites tenders from registered Engineering Firms and Contractors for the rehabilitation and improvement of road carpet from Raiwind Fly Over to Hadiara Drain along the railway line in District Lahore. The project covers a total length of 13.80 kilometers, spanning from Km No. 1.80 to 5.70 and Km No. 8.50 to 18.40, with an estimated cost of Rs. 791.209 million and a completion period of 12 months. The work involves dismantling and removal of existing road mettling, removal of unsuitable material, dismantling of road pavement and edging, earthwork in ordinary soil for embankments, provision and laying of sand cushion, and relaying of dismantled road pavement using concrete batching plant and concrete paving machines.
Only Engineering Firms and Contractors registered with the Pakistan Engineering Council in relevant categories with valid renewed PEC licenses for the financial year 2025-26 are eligible to participate. All bidders must upload earnest money of 5 percent of the estimated cost as CDR (Certified Deposit Receipt) in favor of Executive Engineer Highways Division, Lahore, half an hour before bid opening. The lowest evaluated bidder shall submit a Performance Security Guarantee at 10 percent of the contract amount within 15 days of receiving the offer letter in the form of CDR, bank draft, cashier cheque, pay order, or bank guarantee valid for 03 months beyond the completion date. Submission of performance guarantee is mandatory for all successful bidders.
Bid documents are available on the Punjab PPRA website at www.punjab.eproc.gov.pk, and contractors must register on the Punjab PPRA portal to participate in the tendering process. All bids must be submitted online on the PPRA website with response time calculated from the publication date of the advertisement. The tender will be opened on 26-06-2026 at 1100 Hours (11:00 AM) at the office of the Commissioner Lahore Division, Lahore, where responsive bids will be downloaded and quoted rates announced. Contractors may attend the bid opening in person, and all information regarding registration and procedures can be obtained from website ppra.punjab.gov.pk or the e-procurement portal.
