Description / Scope of Work

The District Council Chakwal invites sealed bids through the E-PADS electronic procurement system for the execution of three major construction projects in the Chakwal district of Punjab. The projects include construction of a street with allied works from Main Road towards Village Bhubhar (estimated cost Rs. 13,93,000), construction of street and drains with allied works at Village Murid (estimated cost Rs. 20,38,000), and construction of a retaining wall with repair of culvert at Village Karsal (estimated cost Rs. 50,40,000). These works are being tendered under the MRS 1st Bi Annual 2026 procurement cycle for the financial year 2025-26. All procurement activities are governed by the Punjab Procurement Rules 2014 and the Punjab Local Government Works Rules 2017.

Bidders must be registered on the E-PADS platform and are required to submit bids using the Single Stage Single Envelope procedure. Bid security of 5 percent of the estimated cost must be provided in the form of a CDR or pay order from a scheduled bank in Punjab, payable to the District Council Chakwal. Bidders must upload scanned copies of bid security on E-PADS and submit original CDRs to the office of the District Council by 11:00 AM on the closing date. If the lowest bid is equal to or less than 5 percent below the estimated cost, additional performance security ranging from 5 to 10 percent must be deposited within 15 days. All bids must be item-wise, clearly readable, and complete; incomplete, ambiguous, or unfilled bids will be rejected.

Bidding documents can be downloaded free of cost from https://punjab.eprocure.gov.pk/. Sealed bids must be submitted electronically through E-PADS by 11:00 AM PST on 27th June 2026, with bid opening scheduled for 11:30 AM the same day at the District Council Chakwal office. Bidders or their representatives are invited to attend the opening session. The competent authority reserves the right to reject all bids prior to approval under PPRA Rules 2014. Upon acceptance, successful contractors must execute agreements on government-specified stamp paper within seven days to receive the work order.
