Description / Scope of Work
District Council Gujrat invites competitive sealed bids through EPADS for the construction of a path, water filtration plant bypass, and masjid near Resident Iftikhar Mir Qadir Colony in Gujrat, Punjab. The estimated project cost is 4.95 million Pakistani rupees, with a bid security requirement of 247,500 PKR at 5% of the estimated cost. This infrastructure development project is part of the Current Financial Year Budget 2025-2026 and aims to improve local facilities and water supply infrastructure in the Gujrat district.
Eligible bidders must be well-reputed, financially sound firms, contractors, or companies registered with EPADS and relevant departments including the Pakistan Engineering Council (PEC). Participants must possess valid PEC licenses in appropriate category codes, current income tax and sales tax certificates, and professional tax registration where applicable. Bidders should not be blacklisted by PPRA or involved in litigation. The bid security shall be submitted in the form of a call deposit or bank guarantee from a scheduled bank. As per PPRA Rules 2014, the successful bidder must submit a performance guarantee of 5% of the estimated cost within 15 days of work order issuance, with additional performance security ranging from 5% to 10% for bids below the estimated cost.
Bidders must submit original bid security documents to the Infrastructure and Services Office, District Council Gujrat, by 27 June 2026 at 11:00 AM, with e-bids submitted through EPADS by 09:00 AM on the same date. Electronic bid opening will occur at 11:30 AM on 27 June 2026. Bid documents are available for download from the PPRA website at https://reproc.punjab.gov.pk and the EPADS portal. All quoted rates must be item-wise and clearly itemized; incomplete, ambiguous, or unfilled bids will be rejected. The procurement process is governed by PPRA Rules 2014 and Punjab Procurement Regulations 2024, with single-stage single envelope procedure applying.
