Description / Scope of Work
Punjab Institute of Neurosciences, Lahore invites technical bids from registered pharmacies and authorized distributors for the local purchase of drugs, medicines, medical devices, surgical disposable items and implants on a day-to-day basis for the financial year 2026-27. This is a framework contract procurement under the single stage two-step bidding procedure, with bids to be submitted online via the E-PADS (e-Pakistan Acquisition & Disposal System) portal. The procurement is for walk-in registration of LPDD and covers national, multinational and imported pharmaceutical products as well as medical devices and surgical supplies. The issuing institution is located in Lahore, Punjab and requires bidders to maintain pharmacy locations within 10 kilometers of the hospital, with provisions for relaxation up to 20 kilometers upon justification to the Specialized Healthcare and Medical Education Department.
Eligible bidders must hold a valid Drug Sale License on Form 9 issued by the competent authority and possess a minimum of one year experience in the sale of drugs, medicines or medical devices. Bidders are required to provide bid security of Rs. 50,000 in the form of bank draft, bank guarantee, call deposit receipt, demand draft, pay order or banker's cheque, which must be submitted with the technical proposal at the time of e-bid opening. The bidding framework stipulates minimum discounts for eligibility: 6 percent on multinational firms and imported medicines with MRP fixed by DRAP, 10 percent for national firms with MRP fixed by DRAP, and 15 percent for medical devices, surgical disposable items and implants whether with or without MRP.

E-bids must be submitted online on or before 25 June 2026 until 10:30 am, with opening scheduled for the same day at 11:00 am in the presence of bidders or their authorized representatives.
