The Rawalpindi Cantonment Board invites e-auction bids through the EPADS (E-Pad Acquisition & Disposal System) Version 2.0 for the disposal of collection rights of executive washrooms and group latrine fee situated at Tench Bazar, Rawalpindi Cantt, Punjab for a period of three years. The auction is being conducted in accordance with PFRA Rules 2004 and other applicable government regulations. The facility comprises three washrooms with an annual fee of Rs 20 per head. This is a straightforward infrastructure management opportunity for bidders registered with the Federal Board of Revenue and appearing on the Active Taxpayer List with valid CNIC documentation.
To participate in the e-auction, interested bidders must first register on the EPADS portal and obtain their credentials. Only registered bidders are eligible to participate. Bid submission shall be conducted electronically through EPADS only, with no manual, physical or hardcopy bids accepted under any circumstances. The successful bidder will be announced within seven days of bid closure and must execute a contract agreement with the Rawalpindi Cantonment Board at their own cost and expense. Bid security of Rs 1000 must be deposited in advance, and all bidders must comply with monitoring requirements, payment of land revenue tax, and provision of necessary documentation.
The e-auction shall open on 29 June 2026 at 02:00 PM and close on the same day at 02:30 PM. Original security instruments must reach the office of the Rawalpindi Cantonment Board before the bid closing date and time; cash payments will not be accepted. Bids will be quoted on an annual basis with an automatic 10 percent yearly increase for the second and third years of the contract.
