Description / Scope of Work
Pakistan LNG Limited (PLL) invites electronic bids from eligible bidders for the procurement of FortiGate Next-Generation Firewall (NGFW) goods under a Single Stage-Two Envelope bidding process using Quality and Cost Based Selection (QCBS) technique in accordance with Public Procurement Rules 2004. The procurement is planned for the financial year 2026-27 with reserved funds allocated to cover eligible payments under this contract for next-generation firewall equipment. The scope includes supply and delivery of FortiGate NGFW systems as detailed in the bidding documents specifications. Bidders must be registered on EPADS v2.0 (e-Pak Acquisition and Disposal System) and meet all eligibility requirements specified in the bidding document. Bid security is required in the form of Pay Order or Demand Draft as described in the Bid Security Section, or alternatively a Bid Security Declaration may be submitted where not mandatory.
Eligible bidders must comply with all eligibility criteria and evaluation criteria outlined in the bidding documents. Bidders are required to provide performance guarantees and enter into an Integrity Pact as specified. All bids must include detailed technical specifications, price schedules, and related services documentation as per the items and lots specification section. The procurement follows transparent and competitive bidding procedures with a Grievance Redressal Committee (GRC) notified under Rule 48 of Public Procurement Rules 2004 for dispute resolution.
Bidders must register on EPADS v2.0 on or before Monday, June 29, 2026 at 03:00 PM, with electronic bids opening on the same day at 03:30 PM. Complete bidding documents are available on the EPADS portal at https://vendors.epads.gov.pk/. Manual bid submissions will not be accepted.
