Description / Scope of Work
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, invites sealed bids from eligible and registered security firms and agencies for the provision of security guards at the NHA Regional Office building in Lahore and three maintenance units located in Lahore, Wazirabad, and Rawalpindi. The tender covers security services across multiple sites in Punjab, with the regional office situated at Shahpur Interchange, Thokar Niaz Baig, Multan Road, Lahore. Interested bidders should review the complete bidding documents available on the NHA website at www.nha.gov.pk or obtain physical copies from the Deputy Director (Administration) at the Punjab-North office.
Eligibility is restricted to registered firms and agencies holding a No Objection Certificate (NOC) from the Ministry of Interior, Government of Pakistan, and the home departments of all provinces and Azad Jammu & Kashmir. Bidders must submit an Earnest Money deposit of Rs. 200,000 in the form of a bank draft or pay order in favor of National Highway Authority (Road Maintenance Fund-Security Deposit). Tender documents can be downloaded free from the NHA website or obtained by paying a non-refundable fee of Rs. 2,000 to NHA Receipt Accounts Punjab-North, Lahore.
Sealed bids must be submitted to the office of the General Manager (Maintenance), Punjab North, on or before July 07, 2026 at 1100 hours. Bidders' representatives must present the Authority to Submit the Bid at submission. Technical bids will be opened on the same day at 1130 hours in the presence of bidding representatives. Financial bids of technically qualified bidders will be opened on a date communicated after technical evaluation. The NHA reserves the right to reject all bids in accordance with PPRA Rules. All firms are advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk, as manual submissions will be eliminated in future procurements.
