Description / Scope of Work
The National Institute of Laser & Optronics (NILOP) Islamabad invites sealed quotations from registered firms, vendors, dealers and distributors for the supply and installation of a solarized car parking shed for 20 cars on an engineering, procurement and construction (EPC) basis. This tender notice number 01/2026 is for a single unit to be installed at NILOP Islamabad. The procurement will be conducted under the Single Stage Two Envelope Bidding Procedure in accordance with PPRA Rules 2004 Clause 36(b), following National Competitive Bidding (NCB) principles. The tender fee is Rs. 1,000 non-refundable, payable as a bank draft or cash at the procurement office.
Eligible bidders must be registered with the Income Tax Department with a valid NTN or STRN, registered with AEDB/PPIB in category C2, and registered with PEC in category C4. Bidders must be registered taxpayers with the Federal Board of Revenue and must submit certificates for both NTN and GST registration. A Financial Soundness Certificate and Account Maintenance Certificate from the bidder's bank (not older than three months) are required. An affidavit on Rs. 100 stamp paper must be submitted confirming that the bidder is not blacklisted by any government or non-government organization and that equipment supplied will be defect-free. Copies of the last three years of income tax and GST returns must be attached. The bid validity period is three months from the opening date, extendable with mutual consent.
Tender documents containing complete specifications are available from the Procurement Office at P.O. Box 1372, Islamabad, during office hours 0800 to 1500 (Monday to Friday) upon payment of the tender fee. Sealed bids must reach the Procurement Office not later than 14 June 2026 at 11:00 am. No telegraphic or faxed bids will be accepted and NILOP Islamabad takes no responsibility for postal delays or loss. Technical proposals will be opened on 14 June 2026 at 11:30 am in the Conference Room at NILOP Islamabad in the presence of bidders or authorized representatives. Financial proposals will be opened publicly after technical evaluation is completed. The competent authority reserves the right to accept or reject any or all tenders as per PPRA Rules.
