Description / Scope of Work
Comsats University, Islamabad invites sealed bids from eligible contractors for the procurement of civil works related to the establishment of a lecture recording studio at its Virtual Campus. This project is planned for fiscal year 2026-27 with reserved funds allocated by the university for this infrastructure development. The scope of works includes all activities necessary to establish a fully functional lecture recording studio facility to support virtual learning and distance education initiatives at the institution's Virtual Campus location. Bidding will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 following the Single Stage-One Envelope method with Least Cost Based Selection (LCBS) technique in compliance with the Public Procurement Rules, 2004.
All bidders must be registered on EPADS v2.0 to participate in the bidding process. Eligible bids must be accompanied by bid security in the form of a Pay Order, Demand Draft, or a bid securing declaration in the format specified in the bidding documents. The complete bidding documents containing detailed terms, conditions, specifications, and technical requirements are available on the EPADS portal at https://vendors.epads.gov.pk/ for all registered bidders. Bidders not yet registered may register themselves on https://pa.epads.gov.pk/ with a tutorial available to guide the registration process.
Electronic bids prepared in accordance with the e-bidding instructions must be submitted through EPADS v2.0 on or before Wednesday, June 17, 2026 at 11:00 AM, with bid opening scheduled for the same day at 11:30 AM. Manual bid submission shall not be entertained.
