Description / Scope of Work
State Life Insurance Corporation of Pakistan (SLIC) is inviting financial bids for scanning, indexing, and digital archiving services of personal employee files. This is a single-stage, one-envelope procurement conducted in accordance with PPRA Rules 2004. The project scope includes professional-grade document scanning, data indexing, and secure digital archiving of State Life employee personal records. The work must be completed within 30 days from commencement. Bidders are required to submit an earnest money deposit of PKR 20,000 and must be registered with PPRA for e-procurement on the E-PADS system. The procuring agency is located in Karachi, Sindh, and will accept bids from qualified service providers throughout the region.
Eligible bidders must be legally registered companies or firms in Pakistan under SECP, with active income tax and sales tax registration status. Firms must not be blacklisted by PPRA or any government department and must have a minimum of three years of documented experience in document scanning and digital archiving services. Bidders must possess professional-grade technical equipment including ADF or paper tray scanners with adequate DPI capability; lamp scanners are not acceptable. Companies must submit valid documentary evidence of all eligibility claims, including company registration certificates, tax certificates, equipment specifications, and experience certificates for at least two similar completed projects. A non-blacklisting undertaking on judicial stamp paper and authorization letter from the signatory are mandatory.
Bid documents can be downloaded from the PPRA website at www.ppra.gov.pk, the EPADS system, and the State Life website at www.statelife.com.pk. Completed bids must be submitted via email by 30 June 2026 before 11:00 AM to the Central Procurement Division. Technical bids will be opened publicly on the same date at 11:30 AM at SLIC Head Office in Karachi. Payment will be made on a per-page basis for actual pages scanned, verified, and accepted by SLIC.
