Description / Scope of Work
The Directorate of Procurement (Navy), located at Naval Residential Complex E-8 in Islamabad, invites sealed tenders for the supply of stores, equipment and services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is governed by PPRA Rules 2004 and DPP&I-35 (Revised 2024) and covers defence stores and IT-related services required by the Pakistan Navy. The tender encompasses technical specifications, compliance requirements, and delivery terms as outlined in the tender documentation. Prospective bidders must familiarize themselves with all applicable procurement regulations and tender conditions before submission.
Eligibility criteria require that firms possess requisite technical and financial capability and must be registered or willing to register with DGDP (Directorate General Defence Purchase) to qualify for contract award, which shall be made following security clearance and provision of required registration documents. Bidders must submit bank challans as earnest money, principal authorization letters where applicable, income tax filing proof, sales tax registration proof, and DGDP registration letters if already registered. All imported items must be accompanied by OEM Certificates of Conformance compatible to preferred makes, with country of origin clearly mentioned. CEO name and CNIC number must be provided along with the bid.
Tenders must be submitted in three sealed envelopes: Sealed Envelope 1 containing technical offer in duplicate with compliance remarks and all supporting documents; Sealed Envelope 2 containing earnest money only; and Sealed Envelope 3 containing commercial offer with prices. Technical offer shall be opened first, half an hour after the date and time for receipt of tender mentioned in DP-2. Firms must clearly identify any deviations from IT specifications.
