Description / Scope of Work
Cadet College Khanpur, located in District Rahim Yar Khan, Punjab, invites sealed bids for the electrification of its residential buildup area through an overhead electrical distribution network. The project involves the purchase, supply, erection, installation, testing, stringing and commissioning of poles, conductors, stay wire assemblies, and related hardware spanning approximately 1000 meters running distance with 20–25 poles. The scope includes survey and route alignment verification, pole erection with complete installation including excavation and concreting, installation of stay wire assemblies and D-shackle assemblies, cross-arms and supporting hardware, testing and commissioning, and coordination with MEPCO for energization approvals. Technical specifications call for 31-foot hollow prestressed spun concrete poles (WAPDA/MEPCO approved), ACSR or AAC Wasp conductor to WAPDA specification, hot-dip galvanized stay wire and D-shackle assemblies, and underlined 4-core cable. The Bill of Quantities includes approximately 25 spun poles, 5000 meters of ACSR Wasp conductor, 100 kilograms of GI stay wire, 125 D-shackle assemblies with spool, 10 stay rod sets, 125 nut bolts, and 180 meters of 4-core wire.
Eligibility requires valid PEC Constructor Registration in Category C-5 with mandatory specialization codes EE04 (Low Voltage Installation) and EE05 (High Voltage Installation), with recommended codes EE11 (General Electrical Works) and CE10 (Civil Works). Bidders must be on the Active Taxpayers List (ATL) of the Federal Board of Revenue and submit NTN Certificate, Active Taxpayer Certificate, Company/Firm Registration, affidavit of non-blacklisting, and experience certificates of similar projects. Bid Security equal to 5% of the quoted bid value must be furnished as Call Deposit Receipt, Bank Draft, or Pay Order in favor of Cadet College Khanpur. The successful bidder shall provide a Performance Guarantee of 10% of the contract value within seven days of Letter of Acceptance.
Bidding follows Single Stage – Two Envelope (Technical and Financial Proposal) procedure in accordance with PPRA Rules. Technical evaluation carries 70 marks covering PEC Registration (10 marks), Relevant Experience (25 marks), Technical Staff (15 marks), Equipment Resources (10 marks), Financial Capacity (10 marks), and Interview/understanding of work (30 marks), with a minimum qualifying score of 70%. Only technically qualified bidders proceed to financial evaluation. The project must be completed within 30 calendar days from issuance of Work Order, with a 12-month defect liability period.
