Description / Scope of Work
Pakistan Kidney and Liver Institute and Research Center invites electronic bids for pre-qualification of firms for the procurement of radiology contrast products for the financial year 2025-26. This procurement exercise is for Rawalpindi, Punjab, with an estimated cost of PKR 115,954,800. The scope includes supply of radiology contrast medicines meeting government specifications and quality standards. Interested manufacturers and sole agents of foreign manufacturers registered with the Sales Tax and Income Tax Department are eligible to participate. Firms must bid for the entire quantity of quoted products; partial quantity bids will be rejected outright.
Eligible bidders must be registered with the Sales Tax and Income Tax departments. Bid security will be required at the time of the Request for Proposal (RFP) stage. Pre-qualified firms will be required to submit a performance guarantee of 5 percent of the contract value. All prices must be quoted exclusive of GST, as PKLI is exempted from GST. Radiology contrast medicines with expiry periods of less than six months will not be accepted unless approved by the Head of the User Department in urgent cases. Suppliers must ensure round-the-clock supply including public holidays, with penalties at 0.067 percent per day imposed for late deliveries.
Pre-qualification documents are available free of cost from the PKLI website at https://pkli.org.pk/tenders/ and from www.ppra.punjab.gov.pk and https://eprocure.gov.pk. Bidders must submit documents electronically through the E-Pak Acquisition and Disposal System (E-Pads) by June 10, 2026 at 11:00 AM, with opening on the same day at 11:30 AM. A pre-bid meeting will be held on June 22, 2026 at 11:00 AM at PKLI's Supply Chain Department in Rawalpindi. All procedures are governed by Punjab Procurement Rules 2014.
