Description / Scope of Work
The Punjab Highways Department, Khanewal Division, invites sealed tenders from registered engineering firms and contractors for five road construction and rehabilitation schemes in Khanewal district, Punjab. The projects include construction of internal metalled roads with side drains in Chak 48/15-L and 118/15-L in Tehsil Mian Channu, rehabilitation and construction of metalled road from Dream Land Phase-3 to Wahab Garden in Mian Channu City, improvement of metalled road from Sharif Chowk Iqbal Nagar to Chak 43/15-L, and rehabilitation of Data Engro Kabirwala Road to Khu Noor Din Wala in Kabirwala. The total estimated cost spans from 21.28 lakh to 1.12 crore rupees across all projects, with completion periods of 12 months from the respective start dates. All works must be executed in Khanewal district under the supervision of the Executive Engineer Highways Division Khanewal.
Contractors and engineering firms must be registered with the Pakistan Engineering Council in relevant category codes and possess valid renewed PEC licenses for Financial Year 2025-26. All bidders are required to register on the Punjab PPRA e-procurement website at www.punjab.eprocure.gov.pk. Bid security (earnest money) must be submitted only in the form of a CDR payable to the Executive Engineer Highways Division Khanewal at 5 percent of the estimated cost (DNIT amount). Original CDR documents must be furnished half an hour before the tender opening time, otherwise bids will be rejected as non-responsive. The lowest evaluated bidder must submit 10 percent performance guarantee within 15 days of receiving the offer letter in the form of CDR, bank draft, cashier cheque, pay order, or bank guarantee valid for three months beyond completion time.
Bidders must quote rates against each individual item and provide grand totals in their financial proposals, with the item rate being the governing factor in case of mathematical discrepancies. Rates quoted as percentages above or below estimated cost will not be accepted. All bids must be uploaded on the PPRA website half an hour before the opening date and time of 29 June 2026 at 14:00 hours. Tender opening will take place at the Office of Commissioner Multan Division, Multan, where responsive bids will be downloaded and successful bidder rates announced in the presence of the Tender Opening Committee. Rigid pavement must be laid using concrete batching plants and paving machines, while TST, DST, and surfacing works must be executed using mechanized systems. No cost overrun or price variation will be admissible as per Clause-55 of the Contract Agreement.
