THQ Hospital Kallur Kot, operating under the Primary and Secondary Healthcare Department in Punjab, invites bids for the auction of parking stand and canteen services for the financial year 2026-27. The auction is being conducted in accordance with the Punjab Local Government (Auction of Collection Rights) Rules 2016 and the PPRA 2014 as amended in 2016. Two separate contracts are being auctioned: the parking stand with a reserve price of PKR 70,000 per month (exclusive of taxes) and a canteen operation. The parking contract shall be awarded to the bidder offering the maximum monthly fee for parking services. Successful bidders will manage operations through their own qualified personnel, and free parking must be provided to all hospital staff. The contract period extends from July 1, 2026 to June 30, 2027, with provisions for monthly extension up to August 31, 2027 pending award of contract to an outsourced firm by the Project Management Unit (PMU), P&SHD Lahore.
Eligibility requirements stipulate that bidders must be enrolled in the appropriate contractor category (Category A with no limit or Category B up to Rs. 2.00 Million contract amount) and must not be in default of dues to any local government, blacklisted by government or other departments, declared insolvent, or otherwise incompetent to enter into legal agreements. Interested bidders are required to submit a tender fee of Rs. 1,000 and a bid security (Call Deposit Receipt) of Rs. 200,000 for parking stand and Rs. 100,000 for canteen. Successful bidders must provide three months advance payment at the spot along with applicable taxes and a performance guarantee of 10% of the total bid amount. Payments for the remaining balance are due on a quarterly basis by the 5th of each month, with a grace period of two days attracting a penalty of PKR 5,000 per day for late payment.
Bidding documents are available from the office of the Procurement Officer at THQ Hospital Kallur Kot upon submission of the tender fee. All bids must be submitted before 9:00 AM on June 27, 2026, with the parking stand auction scheduled for 10:00 AM and the canteen auction for 11:00 AM on the same date at the office of the Medical Superintendent. Call Deposit Receipts of unsuccessful bidders will be returned immediately, while those of the top three bidders will be retained until contract award. For further information and clarification regarding terms and conditions, interested parties should contact the Procurement Officer during office hours in writing. The hospital administration reserves the right to reject all offers before the date of contract under applicable law.
