Description / Scope of Work
The Health and Population Department, Government of the Punjab invites bids for a framework contract for local purchase of medicines, surgical items, and disposables at THQ Hospital Darya Khan during the financial year 2026-27. This tender comprises two separate contracts: the first covers day-to-day purchases (15 percent) and emergency and natural calamities supplies (10 percent) for drugs, medicines, surgical and disposable items with an estimated cost of 13 million rupees; the second covers medicines for the Social Welfare and Bait-ul-Mal Department with an estimated cost of 1.5 million rupees. The procurement is open to interested firms and agencies of repute with financially sound backgrounds involved in running institutional pharmacy businesses or chains of pharmacies, and all bidders must hold a valid Category A drug sale license number 09.
Eligible bidders must be experienced in pharmaceutical supply and meet the financial soundness requirements specified by the procuring authority. Separate bids must be submitted for medicines from multinational manufacturers, national manufacturers, and surgical or disposable items, with pricing based on maximum discount from retail price. The bid security requirement is set at two percent of the estimated cost for each tender, to be submitted as an original CDR from any scheduled bank in favor of the Medical Superintendent at THQ Hospital Darya Khan before the closing deadline of 30 June 2026 at 10:30 AM.
All bids must be submitted electronically through the E-Pak Acquisition and Disposal System (E-PADS) software in accordance with Punjab Procurement Rules 2014. Bid documents can be downloaded from E-PADS and the PPRA website. Bids will be received until 10:30 AM on 30 June 2026 and opened at 11:05 AM the same day at the office of the Medical Superintendent, THQ Hospital Darya Khan. The bidding process will follow open competitive bidding procedures under single-stage two-envelope methodology.
