Description / Scope of Work
The PHE & Building Division Skardu, under the Government of Gilgit-Baltistan, invites sealed bids for the supply of water through boring in 12 locations at Skardu. This project aims to establish water supply infrastructure across multiple sites in Skardu using boring technology. The procurement is being conducted under the Single Stage Two Envelope Procedure in accordance with the Gilgit Baltistan Public Procurement Rules (GBPPRA). The technical bid opening was held on 25th May 2026, and this final technical evaluation report identifies M/s Zulfiqar Ali Sadpara as the only technically qualified and responsive bidder among five participating firms. The project scope encompasses the installation of water supply systems with boring and related solar components in the specified locations within Skardu.
Bidders are required to demonstrate relevant experience in similar completed work involving boring with solar systems and current in-hand projects. Technical proposals must be comprehensively documented with signatures and stamps on all pages, properly numbered pages, a Power of Attorney on legal paper, required affidavits on legal paper, machinery records, and designated key staff including a Senior Quantity Surveyor and Senior Surveyor. All bidding documents must be submitted in accordance with the prescribed format and requirements outlined in the tender documents.
The financial proposal opening will proceed following the announcement of this technical evaluation report. Interested firms should obtain bid documents from the PHE & Building Division Skardu office and submit their bids before the specified closing date.
