Description / Scope of Work
NUST invites bids for engagement of a reputable international consulting firm with local office in Pakistan to review, assess, and optimize the business and financial model of the National University of Sciences and Technology H-12 Campus in Islamabad. The consultant will conduct current state financial assessment, financial feasibility and modeling to test whether NUST's strategic ambitions for achieving Top 100 global university ranking are financially viable, and identify optimal funding options aligned with institutional objectives. The assignment scope includes benchmarking with international top institutions, identifying gaps, and providing actionable recommendations. The assignment is expected to be completed within 16 to 20 weeks from the date of contract award.
Bidders must be registered with FBR for income tax and sales tax with valid NTN and sales tax certificates, active on the FBR Active Taxpayer List, and registered as a CA Firm or well-reputed consultancy company with SECP, ICAP, or Registrar of Firms. The firm must demonstrate international affiliation with a globally recognized consulting network, annual revenue from Pakistan operations, and relevant experience in financial consultancy services for public and private sector assignments during the last ten years including experience with Economic or Technology Zones and education sector financial modeling. Bidders must never have been blacklisted by any government or semi-government organization and must not be under any litigation. Refundable bid security of Rs. 1,000,000 in the form of Pay Order or Demand Draft favoring NUST is required at the time of bid opening.
Bids must be submitted through E-PADS with one hard copy at bid opening. A pre-bid meeting will be held at 1100 hours on 30 June 2026 at the P&LP Directorate Conference Room, Near NT Park, NUST H-12 Campus, Islamabad for any clarifications. Bidding documents processing fee of Rs. 10,000 non-refundable must be provided at the time of bid opening. Bids must remain valid for at least 90 days after the opening date. Selection will be based on comprehensive bid evaluation criteria provided in Annex-A, with firms scoring 70% or higher in aggregate marks eligible to compete. The contract will be awarded to the bidder offering the most advantageous bid.
