State Life Insurance Corporation of Pakistan, through its Real Estate Division, invites bids for the appointment of a qualified consultant to prepare a comprehensive feasibility report for the construction of real estate projects on Plot No. 106, Clifton, Karachi. The property comprises approximately 2,696 square yards or 24,264 square feet. The consultant will conduct market surveys, gather necessary data, analyse the types of projects suitable for construction on the site, study approval mechanisms, develop cost estimates, calculate total investment requirements, and project financial returns while providing comparative analysis with traditional investment modes such as bonds. The assignment is based in Karachi, Sindh province, and requires submission through the EPADS (Electronic Procurement and Administration System) platform.
Eligible consultants must be registered as a consultant with either the Pakistan Engineering Council (PEC) or Pakistan Council of Architects and Town Planners (PCATP), possess valid NTN and Sales Tax registrations, and provide an undertaking confirming they are not blacklisted by any provincial, federal government department, agency, organization, autonomous body, or private sector organization in Pakistan. A bid security of Rs. 30,000 in the form of a payorder must be submitted manually along with a covering letter on or before the closing date, made payable to State Life Insurance Corporation of Pakistan. Prospective bidders must submit complete and properly signed, stamped, and sealed documentation; incomplete submissions without required undertakings, valid documentary evidence, supporting documents, or unsigned/unstamped documents will be rejected.
Bids must be submitted through EPADS on or before 20 August 2026 at 11:00 AM. All documents, undertakings, and supporting evidence must be included with bids submitted electronically through the EPADS platform. Interested consultants and firms should ensure all relevant details and documentation are complete and accurate, as the use of correction materials such as blanko or whito on financial figures may result in bid rejection. State Life Insurance Corporation of Pakistan reserves the right to reject any or all bids at any time prior to the acceptance of an award.
