Description / Scope of Work
An international non-governmental organization registered with the Ministry of Interior, Government of Pakistan, invites expressions of interest for the selection of a local implementing partner to deliver a Climate-Resilient WASH and Anticipatory Action Project. The project is referenced as EOI/EMG-MZG/2026-001 and will be implemented in District Muzaffargarh, Dera Ghazi Khan Division, Punjab province. The project focuses on water, sanitation and hygiene (WASH) interventions in public institutions including health facilities and educational institutions, along with community-based activities and institutional preparedness programming with an anticipatory action component. The initiative is classified as emergency and early recovery in nature with an indicative duration of approximately six months, targeting flood-affected and at-risk schools, health facilities, households and communities with particular focus on children, women and girls, persons with disabilities and other vulnerable groups.
Eligibility criteria require applicants to be local organizations with proven experience in WASH programming, emergency response, and community mobilization in Pakistan. Interested organizations must demonstrate organizational capacity, financial management systems, and previous experience in similar projects. All applications must be submitted in English with current and valid supporting documentation. Organizations must be registered with relevant government authorities and possess necessary operational licenses and clearances. Late, incomplete, or unsigned submissions will not be considered for evaluation.
Applications must be submitted by 1 July 2026 at 17:00 hours Pakistan Standard Time to application.eoi.pk@gmail.com with the subject line EOI/EMG-MZG/2026-001 followed by the organization name. The complete EOI document is attached and must be reviewed in full before submission. Applicants must include a signed cover letter with declarations as specified in Annex I on official letterhead, along with all supporting documents clearly labeled and arranged according to the evaluation matrix provided in Section 6 of the EOI. The issuing organization reserves the right to amend, suspend, or cancel this process at any stage without liability, and issuance of this EOI does not commit the organization to award any partnership. Applicants must maintain confidentiality and must not attempt to ascertain or publicly disclose the identity of the organization during the EOI stage, as breach of confidentiality may result in disqualification.
