Description / Scope of Work

The Environment Protection & Climate Change Department, Government of the Punjab invites bids for the hiring of an accredited certification body or firm to provide certification services for an Integrated Management System (IMS) under the Enhanced Air Quality Monitoring System in Punjab scheme. This procurement is being conducted through the Punjab E-Procurement System (EP) for the fiscal year 2026-27. The certification body must be appropriately accredited and capable of delivering comprehensive IMS certification covering quality, environmental, and occupational health and safety management standards. The scope encompasses audit, assessment, and certification of management systems established under the air quality monitoring initiative across Punjab.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

An accredited ISO certification body is required to deliver management system certification services for a provincial air quality monitoring programme.

This is a specialized technical service contract requiring current ISO/IEC 17021 accreditation and demonstrable experience certifying integrated management systems in the environmental sector. The assignment appears to encompass initial audit, gap analysis, and formal certification issuance for a new government scheme, likely a medium-scale, time-bound engagement rather than an ongoing framework. Accredited firms with regional offices and environmental auditing experience will have competitive advantage; smaller local certification consultancies without international accreditation are unlikely to qualify.

Who can bid: Bidders must hold current accreditation from a recognized accreditation body (PAB, UKAS, or equivalent) for ISO/IEC 17021 certification body competence. SECP or PKR registration and valid tax registration (NTN) are typically required. The certification body must demonstrate freedom from conflict of interest with the air quality monitoring scheme stakeholders and possess a qualified auditor team meeting international competency standards for IMS certification.
