Description / Scope of Work

The Punjab Building Department invites e-tenders from registered engineering firms and contractors for three construction and restoration schemes in Mianwali District. The projects include construction of classrooms with washrooms and furniture in HED colleges (estimated cost 34.800 million rupees, 08 months duration), construction and restoration of boundary walls in HED colleges (8.570 million rupees, 04 months), and special repair of the Deputy Commissioner Camp Office in Mianwali (4.500 million rupees, 04 months). The total estimated project value is approximately 47.87 million rupees. All works fall under the Punjab Government Communications and Works Department and are managed by the Executive Engineer Buildings Division Mianwali with oversight from the Superintending Engineer Buildings Circle Sargodha.

Intending contractors and firms must possess valid registration with the Pakistan Engineering Council in the relevant category and codes. All bidders are required to register on the Punjab PPRA e-procurement website at www.punjab.eprocure.gov.pk. Contractors must upload a scanned copy of Call Deposit Receipt (CDR) equivalent to 5 percent of the estimated cost as security deposit with any scheduled bank in the name of Executive Engineer Buildings Division Mianwali. The original CDR must be submitted to the Tender Opening Committee on the same day at least 30 minutes before bid opening, otherwise the firm will be declared non-responsive. Successful bidders must furnish a 10 percent Performance Guarantee as CDR or Bank Guarantee within 15 days of award.

Bids are to be submitted online through the PPRA E-Tendering System portal at http://eproc.punjab.gov.pk/ViewTender.aspx. Bidders must attend the office of Commissioner Sargodha Division on 08.07.2026 at 11:00 AM for bid retrieval, with rates and successful bidder announcement at 11:30 AM on the same date. All financial bids must completely fill DNIT and bill of quantities with quoted rates for each item and detailed rate analysis; blank or incomplete bids shall be rejected. For grievances, the constituted Grievance Redressal Committee will address complaints per PPRA Rules. Contractors must quote actual rates against each item rather than percentages and provide full rate analysis pages.
