Description / Scope of Work
The Punjab Institute of Land Management (PILM) Lahore invites sealed bids for a framework agreement to provide support staff services until 30 June 2027. The procurement covers eighteen positions across five categories: five security guards at forty thousand rupees per month, five drivers at forty-eight thousand four hundred rupees per month, two cooks, four sweepers, and two gardeners (mali), all at forty thousand rupees monthly. The estimated total monthly salary cost is seven hundred sixty-two thousand rupees exclusive of applicable taxes. The framework agreement is valid for the financial year 2026-27 and begins from the date of work order issuance. Security companies, firms, and suppliers registered with relevant tax authorities and approved by the Punjab Home Department are eligible to bid. Applicants must not be blacklisted by PPRA or any legal authority.
Eligibility requirements include registration with the Income Tax Department and Punjab Sales Tax Authorities, valid NTN, ATL, PNTN, and Professional Tax Registration Certificates. Security firms must be registered with the Securities and Exchange Commission of Pakistan (SECP) and the Punjab Home Department. Bidders must submit a bid security equal to five percent of the estimated cost in the form of bank guarantee or call deposit receipt in favour of the Project Director. Conditional tenders are not accepted. The rates quoted must be inclusive of all applicable taxes with withholding taxes deducted as per government rules. Drivers require Matric or Intermediate education with three to five years driving experience and must be between thirty and forty-five years old. Security guards need Middle education, medical fitness, or military service background, also aged thirty to forty-five years.
Bidding documents can be downloaded from the PPRA website at https://eproc.punjab.gov.pk/ViewTender.aspx/. Bids must be submitted through the e-PAD (e-Pak Acquisition and Disposal) System by 1 July 2026 at 10:00 AM to the office of the Project Director at 37-D Gulberg III, Lahore. Proposals must include both technical and financial components uploaded electronically with scanned copies of bid security. The procurement committee will open bids on the same day at 10:30 AM in the presence of participating company representatives. A ten percent performance guarantee valid until 30 June 2027 will be required from successful bidders and released after satisfactory contract completion. The Project Director reserves the right to reject any or all bids without assigning reasons.
