Description / Scope of Work
The University of Baltistan, Skardu invites electronic bids from eligible bidders for the procurement of printing items as part of its FY 2026-27 budget allocation. This is a national-level goods procurement conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope methodology with Least Cost Based Selection (LCBS) technique, in compliance with the Public Procurement Rules, 2004. The procurement is open to all qualified vendors meeting the specified eligibility criteria, and the bidding process is conducted entirely through electronic submission with no manual bids entertained.
All bidders must be duly registered on EPADS v2.0 prior to bid submission and must furnish bid security in the form of a call at deposit as detailed in the bidding documents, or alternatively submit a Bid Security Declaration if not required by the procuring agency. Bidders should possess relevant experience in printing supplies and meet all technical and financial qualifications outlined in the eligibility criteria section of the bidding documents. The procurement is subject to the Public Procurement Rules, 2004 and all regulatory guidelines issued by the Pakistan Public Procurement Regulatory Authority.

Bidders must register on EPADS v2.0 on or before Monday, July 6, 2026 at 11:00 AM, with electronic bids opening at 11:30 AM the same day.
