305 Spares Depot EME Karachi invites open competitive bids for the procurement of logistics support package (LSP) spares for B-category vehicles under PPRA Rules 2004. The tender covers spare parts for nine vehicle categories including Mitsubishi L-200, LN-166 D-C and S-C, Hino GT 1 and III, Defender 300 TDI, Defender 2.2 EFI, Defender 2.4 EFI, TA RMR, RPMR, and RKJMRS variants. Bidders must be GHQ security-cleared firms registered with the installation or other defence organizations, possessing valid NTN and Sales Tax Registration Certificate. The scope extends to all zonal regions across Pakistan with delivery in accordance with part numbers, nomenclature, and technical specifications as per Pakistan Army standards.
Eligible firms must quote only ITD Directorate GHQ and HIT approved brands and provide authorized dealership letters, agency agreements, and complete supply chain documentation from genuine OEM, OPM, or established local/foreign sources. Bid security of Rs 0.5 million (not exceeding 5% of bid value) is required for participation in 2 or fewer tenders with minimum bid value of Rs 10 million, or Rs 1 million for participation in more than 2 tenders with minimum bid value of Rs 20 million, submitted as CDR. Technical and commercial offers must be submitted separately in sealed envelopes, with technical offers marked as 'Technical Offer IT-05/2026-27' and commercial offers marked as 'Commercial Offer IT-05/2026-27'. Quotations must include firm stamp on each page, be submitted on provided format with no blank columns, and include country of origin certification, brand specifications, proof of source of procurement, and advance samples for technical oversight board approval.
Bid documents must be submitted in hard copy with supporting soft copy on CD-Recordable (USB and rewritable CDs are not permitted) before 1100 hours on 03 July 2026 in the tender box at 305 Spares Depot EME, COD Estate, Rashid Minhas Road, Karachi-15, Sindh. Technical offers will be opened at 1130 hours on 03 July 2026; financial offers of only technically accepted bidders will be opened subsequently. An IT fee of Rs 3,000 must be submitted with quotations. Qualifying firms will receive repeat orders throughout the one-year validity period.
