Description / Scope of Work
The Communication and Works Department, Government of Khyber Pakhtunkhwa invites electronic bids from eligible firms and contractors for development initiatives funded by Tobacco Cess in tobacco growing regions under block provision to be funded from Bobacco Cess. The project is located at Police Sahulat Markaz and involves works valued at 2.500 million rupees with a tender fee of 1250 rupees. Bidding shall be conducted through the E-PAD system in accordance with KPPRA Procurement Rules 2014 (amended up to 10/05/2022) using single stage single envelope procedure.
Bidders must be duly registered with the Khyber Pakhtunkhwa Revenue Authority and hold valid NTN and Income Tax certificates. The required bid security is 0.054 million rupees (2% of Engineer's Estimate for bids up to 10% below estimate, with additional security requirements for bids exceeding 10% below estimate). All bidders shall submit their bidding solicitation documents, general capability statements, financial soundness evidence, relevant experience details, personnel and equipment capabilities, and supporting documents along with their proposals.
Bidding solicitation documents may be downloaded from the E-PAD system and KPPRA website or obtained from the office of the Procuring Entity during office working hours on or before 11 June 2026. Complete bids must be submitted through the E-PAD system strictly in accordance with Instructions to Bidders by 12.00 PM on 06/07/2026, with opening scheduled for 12.30 PM the same day. A pre-bid meeting shall be held on 01/07/2026 at 11.00 AM at the office of Executive Engineer C&W Building Division Mansehra to address queries and clarifications regarding bidding documents and procurement procedures.
