Multan Electric Power Company (MEPCO) invites electronic bids for distribution of electricity bills across six operational divisions in Multan, Punjab for a contract period of two years from July 2026 to June 2028, with an option to extend for three additional years subject to satisfactory performance. The tender covers six divisions: Cantt, Mumtazabad, City, B.Z. Musa Pak, S.R. Alam, and Shujabad, encompassing multiple subdivisions and localities throughout Multan. Bid security amounts range from Rs. 4,00,000 to Rs. 5,00,000 depending on the division. This procurement follows the Single Stage, Two Envelope bidding procedure as per PPRA Rules 2004 (amended to date).
Eligible bidders must be MEPCO/WAPDA approved contractors or well-reputed courier firms with demonstrated experience in bill distribution services. All applicants must provide income tax returns for the last three years and maintain active registration with both Punjab Revenue Authority and FBR as active taxpayers. Contractors are required to submit a declaration on non-judicial paper, duly attested by an Oath Commissioner, confirming that their firms are not involved in litigation and have not been blacklisted by any company or government department. Successful bidders will be required to deposit a surety bond or bank guarantee of Rs. 1,000,000 issued by any scheduled bank of Pakistan.
Bidding documents containing detailed terms, conditions, evaluation criteria, and technical specifications are available on EPADs at www.eprocure.gov.pk for registered bidders. Electronic bids must be submitted through EPADs on or before the specified deadline (07 July 2026) with bid opening scheduled on the same day. Manual bids will not be accepted. Bid security in the form of deposit at call, bank draft, pay order, or bank guarantee must be submitted in original before the e-bid submission deadline at the office of Superintending Engineer (Operations) MEPCO Circle Multan. The tender remains valid for 120 days after opening, and all prevailing federal and provincial taxes are applicable.
