Description / Scope of Work
The Water & Power Department Government of Gilgit-Baltistan invites proposals from reputable consulting firms and joint ventures for hiring a third-party validation consulting firm to review and validate project execution activities related to the 100 MWp Distributed Solar Photovoltaic Plants being installed at various sites across Gilgit-Baltistan. This engagement aims to ensure quality assurance and compliance with project standards throughout the implementation phase of the distributed solar energy initiative in the region.
Eligible consulting firms and joint ventures must be duly registered with the Securities & Exchange Commission of Pakistan, Pakistan Engineering Council, and maintain active enrollment on the Active Tax Payer List of the Federal Board of Revenue. Proposals will be evaluated using a Quality and Cost Based System with 80 percent weightage assigned to quality and 20 percent to cost. The procurement will follow the Single Stage Two Envelopes procedure as detailed in the Request for Proposal document. Firms providing unsubstantiated or incorrect information shall be liable to legal action and disqualification.
The Request for Proposal documents are available for download from the GBPPRA website at http://gbppra.gov.pk or can be purchased from the office of the Project Director 100 MWp during working days upon written request accompanied by a non-refundable payment of Rs 5000 payable to the Water & Power Department. Technical proposals must be submitted in sealed envelopes by 14:00 hours on 22 July 2026 at the office of the Project Director 100 MWp Distributed Solar Photovoltaic Plants, Water & Power Department Complex near KIU Gilgit. Technical proposals will be opened the same day at 14:30 hours, with financial proposals of qualified firms to be opened following technical evaluation.
