Description / Scope of Work
The Islamabad Electric Supply Company (IESCO-PMU) has reserved funds for procurement planned for FY 2025-26 to engage a service provider for non-consultancy services. The procurement covers dispatch payments under the contract for NCS-282 Hiring of Service Provider for Integration for IESCO Advanced Metering Infrastructure (AMI) Project under ADB Counterpart Funding. This project is critical for modernizing IESCO's metering and billing infrastructure in Islamabad, the capital territory of Pakistan. The project aims to enhance operational efficiency and customer service delivery through advanced metering systems integration.
The procurement will follow Quality and Cost Based Selection (QCBS) methodology in accordance with Public Procurement Rules 2004 and relevant regulations and instructions issued by the Authority. All bids must be accompanied by a bid security described in the Bid Security Section of the bidding document in the form of Call of Deposit, Bank Guarantee, Demand Draft, or Bid Securing Declaration on the prescribed format as described. Bidders must be registered on the e-Pak Acquisition and Disposal System (EPADS) v2.0 and should ensure compliance with all eligibility and licensing requirements.
Bid documents are available on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Bids prepared in accordance with instructions in the e-bidding documents must be submitted online on EPADS v2.0 on or before Wednesday, July 8, 2026 at 11:00 AM. E-bids will be opened on the same day at 11:30 AM at the office of IESCO-PMU. Vendors not yet registered on EPADS v2.0 may register themselves at https://vendors.epads.gov.pk/. A tutorial for registration is available on the EPADS website. The Grievance Redressal Committee (GRC) under Public Procurement Rules 2004 is notified for the subject procurement, and notification copy is available on the procuring agency's website and also on EPADS v2.0 as well as the Authority's website at www.ppra.org.pk.
