Description / Scope of Work
The Rawalpindi Institute of Cardiology, located on Rawal Road in Rawalpindi, Punjab, invites electronic bids for the upgradation of its oxygen generation plant under reference RIC/PO/3478/26 dated 17 June 2026. This annual tender for the financial year 2026-27 seeks qualified bidders to supply and upgrade the facility to enhance oxygen generation capacity and operational efficiency at the institute. The procurement process follows the Single Stage Two Envelope bidding procedure as per Punjab Procurement Rules 2014 (amended).
Eligible bidders must be registered on the e-Punjab Acquisition and Disposal System (e-PADS) and with relevant registration authorities and tax departments. Participation requires submission of valid National Tax Number certificate, General Sales Tax certificate, Professional Tax certificate, and bank statements or certificates demonstrating financial capability. A bid security of 2 percent of the estimated price must be provided in the form of bank draft, bank guarantee, call deposit receipt, demand draft, pay order, or banker's cheque made payable to Rawalpindi Institute of Cardiology. Bidders must also submit an OEM authorization letter for distribution or reselling and provide company profiles including managerial capability details.
Bid documents are available for download from the Punjab Procurement Regulatory Authority website at http://ppra.punjab.gov.pk, the e-PADS portal at https://punjab.eprocure.gov.pk, and the RIC website at www.ric.gop.pk. Electronic bids must be submitted online on or before 2 July 2026 at 10:00 AM on the e-PADS portal. A pre-bid meeting is scheduled for 24 June 2026 at 11:00 AM at the Purchase Office of RIC Rawalpindi, with meeting minutes to be uploaded as an addendum to the bidding documents. Bid opening will occur on the same day at 10:30 AM in the presence of bidders' representatives. The bid validity period is 180 days from the opening date.
