Description / Scope of Work
The Mines Labour Welfare Commissionerate (MLWC), Punjab, Lahore invites pre-qualification from PEC registered contractors with C2 category rating under PPRA Rules 2014 for execution of three welfare projects. These projects include establishment of a Mines Labour Welfare Girls High School at Lalgarh, Lundi Saidan in Tehsil Jampr, District Rajanpur; establishment of a 10-bedded Mines Labour Welfare Hospital at Pathar Garh, District Attock; and construction of a new academic building for Mines Labour Welfare Boys High School at Makerwal, District Mianwali. The scope of work encompasses construction of hospital buildings (10-bedded double storey), academic buildings for girls and boys high schools, residences for hospital staff, and external development including water supply, sewerage, lighting, and tough pavers. These projects are funded from excise duty collected on notified minerals under the Excise Duty on Minerals (Labour Welfare) Act, 1967.
Eligibility criteria require contractors to hold valid PEC registration in category C2 as per PPRA Rules 2014. Applicants must submit pre-qualification documents demonstrating their technical and financial capacity, relevant experience in similar construction projects, and compliance with all statutory requirements. Contractor credentials, past performance, equipment capability, and financial stability will be evaluated during the pre-qualification process.
Interested contractors should obtain complete bid documents and detailed project specifications from the MLWC office at 70-Trade Center, Johar Town, Lahore, or through the e-procurement portal. Pre-qualification submissions must be filed through the designated e-procurement system on or before the closing date.
