Description / Scope of Work
The National Highway Authority (NHA) Sindh North Region invites proposals from qualified consulting firms for detailed feasibility study services related to the construction of proper U-turns at City Point and construction of a service road along Sukkur Bypass (N-65). This consultancy assignment covers the feasibility assessment, technical evaluation, and preliminary design work necessary to support the proposed infrastructure improvements on the N-65 highway corridor in Sukkur. The project aims to enhance traffic flow and provide safe U-turn facilities at critical junctions while developing comprehensive service road infrastructure along the bypass to improve accessibility and reduce congestion in the area.
Eligible consultants must be registered with the relevant professional bodies and demonstrate prior experience in highway feasibility studies and road infrastructure projects. Firms should have qualified civil engineers, traffic specialists, and environmental assessment professionals on staff. Consultants must provide evidence of financial stability, organizational capability, and successful completion of similar projects. All proposals must comply with the Public Procurement Regulatory Framework of Pakistan, including submission of bid security as required by the procuring agency in accordance with Public Procurement Ordinance 2002 and Public Procurement Rules 2004.

Interested consultants should submit complete proposals including technical and financial components by the specified closing date. The selection process will follow Quality and Cost-Based Selection (QCBS) methodology as per national procurement standards.
