Description / Scope of Work
The Digital Economy Enhancement Project (DEEP), financed by the World Bank, seeks to select an eligible consulting firm to provide restructuring services for the Ministry of Information Technology and Telecommunication. This assignment is part of the broader DEEP initiative aimed at enhancing Pakistan's digital economy. The project is registered under Loan No./Credit No. 75140-PK and carries Reference No. PK-MOITT-552503-CS-QCBS. Interested consulting firms are invited to express their interest in providing these specialized services, with detailed Terms of Reference available for download from the official MOITT tender portal at https://moitt.goe.pk/Tenders without any fees charged. The scope encompasses comprehensive restructuring and organizational assessment of the Ministry.
Eligible consulting firms must demonstrate minimum qualifications including at least ten years of documented verifiable working experience in similar assignments. Firms must show demonstrated experience completing at least three projects of similar nature and complexity within the preceding ten years. Additionally, consultants must possess adequate managerial experience and logical capacity as evidenced through established offices and proven access to research, analytical tools, and methodologies relevant to organizational assessment and restructuring. The firm must maintain a pool of key experts and dedicated teams with demonstrable documentary evidence to support deliverables under the Terms of Reference. Consultants may associate with other firms to enhance qualifications but must clearly indicate whether participation is through joint venture or sub-consultancy arrangements, with all partners jointly and severally liable if selected.
Expression of Interest documents must be submitted in written form to the address provided, either in person or by post or email, with deadline of July 14, 2026 at 1000 hours Pakistan Standard Time. Bid documents follow the World Bank's Quality and Cost-Based Selection (QCBS) methodology as per Procurement Regulations for IPF Borrowers, September 2023.
