Description / Scope of Work
The Federal Public Service Commission invites e-bids through the E-Pak Acquisition and Disposal System (E-PADS) for pre-qualification of rates of printed items and materials required during the financial year 2026-2027. This procurement covers the printing of various items including OMR sheets, answer sheets, and related materials as per detailed specifications and estimated quantities outlined in the bidding document. The procurement will be financed from the regular budget of FPSC allocated for financial year 2026-2027 and will be executed under Single Stage One Envelope (SSOE) bidding procedure in accordance with PPRA Rules 2004 as amended and PPRA S.R.O. 296(I)/2023.
Bidders must meet specific eligibility criteria including a firm profile with printing setup located in a commercial building in Islamabad, valid email and WhatsApp contact details, bank account information, and attested copies of Income Tax and GST registration certificates. Applicants must demonstrate proof of Active Taxpayer Status, AGPR Vendor Number, and a land line phone number at the printing press address. Additionally, bidders must provide attested lease agreement or ownership proof of office premises in Islamabad, at least two proofs of provision of similar items to government or autonomous bodies within the last two years with minimum supply cost of Rs. 2 million each, and at least two satisfactory performance certificates from government or semi-government organizations. A no-blacklisting affidavit on Rs. 100 stamp paper is mandatory, and bid security of 3 percent of the quoted bid price in the form of CDR, demand draft, pay order, or banker's cheque drawn in the name of Federal Public Service Commission (FTN No. 9010202-9) is required.
Scanned copies of all required documents must be uploaded through E-PADS when submitting the electronic bid, and one original hard copy of documents except the financial bid along with original bid security and affidavit must be submitted to the office of the Assistant Director (Logistics-I) at FPSC HQs, F-5/1, Aga Khan Road, Islamabad before the closing deadline of 9th July 2026 by 11:00 am. Bids will be opened on the same day at 11:30 am. A pre-bid meeting for clarifications will be held on 1st July 2026 (Wednesday) at 11:00 am at FPSC HQs.
