Description / Scope of Work
Pakhtunkhwa Highways Authority (PKHA), Peshawar invites bids for special repair and annual operation, maintenance and restoration (AOM&R) works on multiple Pakhtunkhwa Highway segments in Khyber Pakhtunkhwa province. The tender comprises nine work packages with estimated costs ranging from Rs 10 million to Rs 50 million, covering highway sections including routes from Indus Highway to Kohat Cantt (8 km), Kohat to Kacha Pakha (7 km), Sarozai to Thall, Hangu Bypass Road (7 km), D.I Khan to Hathala, Hathala to Tank with Khirgi Jandola Bridge sections, Jandola to Sararogha (27 km), Qureshi Mor to Kotlajam (23 km), and Sararogha to Makin (33 km). The total scope encompasses extensive road maintenance and rehabilitation activities across multiple directorates. Bidders must be registered with the Pakistan Engineering Council (PEC) in categories C-5 or C-6 and above (depending on package), be on the active taxpayers list of Khyber Pakhtunkhwa Revenue Authority (KPRA) for the financial year 2025-26, and maintain valid registrations for the year 2025-26. Bid security requirements range from Rs 200,000 to Rs 1,000,000 with tender entry fees from Rs 3,000 to Rs 15,000 payable as Call Deposit Receipt (CDR) only. Bidders quoting below engineer estimates must submit additional security as per specified thresholds: 2% security for bids up to 10% below estimate, 8% additional security for 10-20% below, and detailed rate analysis with full differential security for bids exceeding 20% below estimate. Bidders must quote rates above, below, or at par based on MRS-2025 (1st Bi-Annual) and NSI items. Electronic bid validity is 90 days. Tender documents and engineer estimates are available on the PKHA website (www.pkha.gov.pk) and EPAD System at https://kp.eprocure.gov.pk. Bids must be submitted through the E-PAD System along with original Call Deposits, copies of CNIC, PEC registration certificates, and KPRA active status documentation submitted physically to the Deputy Director (Procurement), PKHA, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar. Bids will be opened on the EPAD System 30 minutes after closing time on 06 July 2026 at 1200 hours in the presence of the procurement committee and participating bidders. Call Deposits and Bank Guarantees must be issued by scheduled banks in favor of the Managing Director PKHA. The successful bidder will be subjected to all admissible taxes including stamp duty, service charges, and sales tax at prevailing rates.
