Description / Scope of Work
The Deputy Commissioner Office Bahawalpur invites sealed bids from registered firms and vendors for provision of cooked food and meals to prisoners and hawalatis (detainees) at all judicial lockups and bakhshi khanas in District Bahawalpur for the financial year 2026-27. The total rough cost of this framework contract is estimated at Rs. 20,000,000 with food to be provided according to the menu issued by the Home Department. Vendors must quote rates per day per meal per prisoner, covering three meals daily as per the Home Department schedule and standard operating procedures. The scope includes catering services at all judicial detention facilities across Bahawalpur district throughout the financial year.
Eligible bidders must be registered with the Federal Board of Revenue and possess valid Sales Tax and Punjab Revenue Authority registrations. A bid security of Rs. 1,000,000 is required to be submitted with the tender. Bidders must provide both technical and financial proposals in separate envelopes using the prescribed single-stage two-envelope format. All pages of bid documents must be signed and stamped, and bids must include an affidavit as per tender specifications. Incomplete or late submissions will be rejected. Only technically qualified vendors will have their financial proposals opened and evaluated.
Tender documents are available on the PPRA website and must be submitted online through the E-Pak Acquisition and Disposal System (EPADS) portal at https://punjab.eprocure.gov.pk by 09-07-2026 at 12:00 PM, with opening scheduled for 12:30 PM the same day. Bidders should register on the EPADS portal well before the deadline. The successful vendor must deposit performance security at 2% of the total contract value.
