Description / Scope of Work
The Directorate of Education, Punjab Workers Welfare Fund invites sealed competitive bids for hiring transport services for Workers Welfare Primary School (Boys & Girls) Morning Shift located in Nishter Colony, Ferozepur Road, Lahore. The contract period spans two years covering 2026-2027 and 2027-2028. The procurement is governed by Punjab Procurement Regulatory Authority Act 2014 and PPRA Rules 2014 (as amended). Bidders must ensure submission of all required legible documents as specified in the bid document, including undertakings and valid documentary evidence. Bids received without proper supporting documents and compliance with stated requirements are liable to be rejected at the initial screening stage.
Eligibility for this tender is open to individuals, companies, and joint ventures that meet the criteria outlined in the bid document. Bidders may participate as single parties, joint ventures, or consortiums, provided they do not participate in more than one consortium simultaneously. Changes to consortium composition are not permitted after submission. Bid security is mandatory as per specifications in Section 2.13 of the bid document. The service provider must deploy skilled staff, maintain proper cooperation with Directorate of Education and school staff, and ensure compliance with specified service performance levels throughout the contract period.
Bid documents are available from the Directorate of Education, Punjab Workers Welfare Fund, 2nd Floor, Building Directorate of Labour Welfare (North), Labour Colony, Defence Road, Lahore. All bids must be submitted in electronic format (E-Bids) as per submission procedures detailed in Section 1.3.2. Financial proposals should be in Pakistani Rupees. Bidders are required to read all bid documents and applicable laws carefully and submit written objections within the specified timeframe; no objections will be entertained at later stages. The evaluation and selection of bus transporters will follow the criteria specified in the bid document.
