Description / Scope of Work
The Islamabad Healthcare Regulatory Authority (IHRA), an autonomous body established under the Islamabad Healthcare Regulation Act, invites sealed pre-qualification proposals from reputed digital media and production firms for development of digital and social media content services. The procurement encompasses high-quality video content production in 4K and Ultra HD format, script writing, content development, podcast production and management, creation of digital content for IHRA social media platforms, and website development and maintenance. This is an open framework agreement for hiring digital content development services on an as-and-when-required basis in Islamabad, Federal Province.
Eligible firms must appear on the Active Tax Payers List, maintain a functional office in Islamabad with supporting evidence, and demonstrate minimum three years of experience in digital and media services. Interested bidders must submit CVs of at least two senior team members and a focal person designated for IHRA, with an average turnover of PKR 40 million over the last three years and a net worth of PKR 20 million. The firm must maintain minimum 15 professional staff members and must not be blacklisted by any government organization. Selected firms will be engaged on an as-and-when-required basis through the open framework agreement by seeking quotations for particular assignments, with separate assignment contracts signed with the lowest bidder before work assignment.
Pre-qualification proposals must be submitted in hard-copy form at the IHRA office on 07 July 2026 at 12:00 hours, with opening scheduled for 12:30 hours the same day. Proposals should also be advertised on the PPRA and IHRA official websites with certified copies posted to the office. IHRA reserves the right to reject any or all proposals as per PPRA Rule-33.
