Pakistan National Shipping Corporation (PNSC) invites proposals for selection of consulting services related to supervision of a 1,100 TEU Container Feeder Vessel new building project. The procurement is conducted under the Single Stage One Envelope Procedure using a Lumpsum Contract mechanism with national and international competitive bidding. Reference number PRCD/CS-KSEW/2026/475. The project involves consultancy services for the new vessel construction, specifically targeting IACS Member Classification Societies, Mercantile Marine Department (MMD) Pakistan-approved recognized organizations (RO), and consultancy firms meeting tender criteria. This initiative forms part of PNSC's fleet expansion program and is undertaken by the Planning Department under Public Procurement Regulatory Authority (PPRA) standard practices.
Eligible bidders must be either IACS Member Classification Societies, Pakistan-approved recognized organizations, or consultancy firms with demonstrated expertise in vessel supervision and maritime consultancy. Prospective consultants are required to provide comprehensive technical and financial proposals demonstrating their capability to oversee the 1,100 TEU feeder vessel construction project. Proposal security and bidder declaration forms must accompany all submissions in accordance with PPRA guidelines. Only firms meeting the specified eligibility and technical competency requirements shall be evaluated.
Consultants must submit both technical and financial proposals as per the standard forms provided in the RFP documentation. Proposals should be submitted following the Single Stage One Envelope Procedure outlined in the tender documents. The evaluation process shall assess technical merit, financial soundness, and compliance with tender conditions. Award of contract shall be made to the successful consultant meeting all requirements and demonstrating best value.
