Description / Scope of Work
The National Insurance Company Limited (NICL), a government-owned enterprise, invites bids for the operation and maintenance of lifts in its building located in Islamabad. This procurement notice (NICL/Procurement/2026/15) pertains to non-consultancy services for the proper functioning and upkeep of lift systems at the NICL headquarters. The contract will be awarded based on open competitive bidding using the Least Cost Based Selection technique in accordance with the Public Procurement Rules 2004. The service scope encompasses routine maintenance, emergency repairs, safety inspections, and operational management of all lift installations within the NICL Building to ensure continuous availability and compliance with safety standards.
Eligible bidders must register on the e-Pak Acquisition and Disposal System (EPADS) v2.0 prior to bid submission. All bids must be accompanied by bid security in the form of a Pay Order or Bid Securing Declaration on the prescribed format as detailed in the bidding documents. Bidders are required to comply with all terms and conditions specified in the Standard Bidding Document, which contains comprehensive details regarding eligibility requirements, service specifications, technical qualifications, and performance standards expected from the service provider.
E-bidding documents are available for download from the EPADS portal at https://vendors.epads.gov.pk/. Interested bidders must prepare and submit their e-bids through EPADS v2.0 on or before Monday, July 6, 2026 at 10:40 AM. Bids will be opened the same day at 11:10 AM. Manual bid submissions will not be accepted.
